New Zealand places request for $1.46 billion sale of P-8A aircraft from US

The New Zealand Ministry of Defence (MoD) has requested a US$1,460 million foreign military sale (FMS) of P-8A aircraft and associated support from the US Government.

Under this FMS programme, the Government of New Zealand has requested for the supply of P-8A Patrol Aircraft to recapitalise, modernise and sustain its maritime surveillance aircraft capability for the next 30 years.

Following retirement of its P-3K maritime patrol aircraft, New Zealand will use the P-8A aircraft and associated support services to continue its MSA capability.

The P-8A Poseidon is a derivative of the Boeing’s 737 commercial aircraft and is fitted with an upgraded APS-137DV5 maritime surveillance radar and signal intelligence SIGINT system to support broad-area, maritime and littoral operations for the navy.

The Boeing Company is prime contractor for this FMS programme and the other additional contractors include Air Cruisers Co LLC, Arnprior Aerospace, AVOX Zodiac Aerospace, BAE, Canadian Commercial Corporation (CCC)/EMS, Compass David Clark, DLS/NiaSat, DRS, Exelis, GC Micro, General Electric, Harris, Joint Electronics, Marin Baker, Northrop Grumman Corp, Pole Zero, Raytheon, Raytheon, UK, Rockwell Collins, Spirit Aero, Symmetries Telephonics, Terma, Viking, WESCAM.

The Defense Security Cooperation Agency (DSCA), which deals with foreign sales, has notified the Congress about the approval in April 2017.

Project Scope:
The scope of the US$1,460 million FMS progamme includes supply of:
1. Four P-8A Patrol Aircraft, each includes: commercial engines, tactical open mission software (TOMS), electro-optical (EO) and infrared (IR) MX-20HD, AN/AAQ-2(V)1 acoustic system, AN/APY-10 radar, ALQ-240 electronic support measures.
2. Eight multifunctional information distribution system joint tactical radio system (MIDS JTRS),
3. Five guardian laser transmitter assemblies (GLTA) for the AN/AAQ-24(V)N,
4. Five system processors for AN/AAQ-24(V)N; thirty (30) AN/AAR-54 Missile Warning Sensors for the AN/AAQ-24(V)N,
5. Ten (10) LN-251 with embedded global positioning systems (GPS)/Inertial Navigations Systems (EGIs),
6. Support equipment; operation support systems,
7. Maintenance trainer/classrooms and Publications,
8. Software, engineering and logistics technical assistance,
9. Foreign Liaison officer support, and contractor engineering technical services,
10. Repair and return,
11. Transportation,
12. Aircraft ferry, and
13. Other associated training, support equipment and services.
